Drivers...sheesh

You know, I'm beginning to think that a competency test should be given once a year for every driver with a license. Just how many times have you been frustrated out of your mind by that slow or unsafe (etc) driver in front of you, and then found out they were preoccupied with an emotional phonecall to their shrink. Think about how much safer it would be if those who aren't capable of mulit-tasking while driving were legally prohibited from doing so. I truly think that the number of accidents would go down if a competency based driving system were introduced. Such a system could be easily regulated by associating a "competency code" with each personal car. That way, should an officer catch someone violating their "competency", the competency limit would be enforced just like the speed limit with a fine or imprisonment. Imagine being able to drive around town and not have to worry about other drivers concentrating more on their phone call, makeup, homework (I do know people who have written papers driving to school), or the dog that insists on sticking its head out the drivers window. All those worries could just vanish... And on the positive side, should you prove to be able to handle such items while giving due attention to the road and other drivers around you, that ability would be legally yours. Sadly, such a law somehow, in some way would probably violate someone's "rights" and therefore be ruled as such...Oh well...wishful thinking...
